A proposition on June's ballot would change the way California primary elections work and, the measure's backers say, would eventually lead to a more reasonable and less gridlocked Legislature in Sacramento. But political parties worry that the "open" primaries Proposition 14 calls for could turn parties against themselves, minimize parties' impact and ultimately fail to change state government. In either case, Democrats are only able to choose between Democratic candidates, and Republicans can choose between Republican candidates.
